NOVA Corporation is excited to offer our proven services and solutions under the GSA STARS II contract. Procuring NOVA’s services under the
STARS II GWAC provides shortened procurement lead time with a cost effective way to reach your small business 8(a) goals.
Services
STARS II consists of two constellations (tiers) based on industry accreditations, as well as four functional areas. NOVA has been prequalified to offer services in Constellation I and all four functional areas, which includes those firms with competitive pricing and technical proficiency. The four functional areas designated by the North American Industry Classification System (NAICS) are:
8(a) STARS II Features:
- A multiple-award, indefinite-delivery, indefinite-quantity contract vehicle
- A five-year base with one five-year option.
- A $10 billion program ceiling
- Directed Order Authority: Directed task orders up to $4 million each are allowed for federal civilian and Department of Defense activities.
8(a) STARS II Benefits:

Overview
The Center for Strategic Leadership (CSL) IDIQ serves as an educational center and high technology laboratory for examining the decision making process at the strategic, interagency, and operational levels; and the strategic use of land power in joint and combined operations. Overview
The Naval Sea Systems Command (NAVSEA) Warfare Centers established the Seaport-e Multiple Award Contract (MAC).
The contract enables customers to meet Sea Power 21 objectives, increases efficiency, improves business intelligence, and allows ordering organizations
to tailor services to meet their needs and product requirements. The customer community of Seaport-e includes all Virtual Systems Command (SYSCOM)

NOVA will provide services in response to task orders issued under this contract by the Naval Sea Systems Command, Naval Air Systems Command,

Office of Naval Research, and the United States Marine Corps, that potentially span the entire spectrum of mission areas supported by the activities

programs, or missions, which are assigned to these activities during the life of the contract. Additionally, activities may provide limited
